Misleading Players

A Ziggs in my game went top against Garen, didn't even get camped by Tryndamere, and went 0/9 within 20 mins. I'm not sure how to tell if someone's actually having a bad game, or intentionally feeding, but I'm under the impression that there is more than one form of intentionally feeding, aside from rushing down mid to die to a turret or don't retaliate in skirmishes. From 0/9 in 20 mins, he ende dup 2/11/11. After he used the lane phase to feed 100% of the duration of it, having rushed Hextech Protobelt for some reason (This is Bronze/Silver 3) He finally became useful after two of our inhibitors were down as well as a fight to save our nexus because the enemy team had already destroyed the towers that protect it. It took about 3 teamfights for this guy to get 2 kills and around 6 assists, STILL dying an additional two times during these fights. He said "You couldn't have won without me. I still helped." I told him "You need to keep your Ziggs in normals because you seem to have an exact 0% grasp on how to use his kit. Like you have no grasp on your own actions with Ziggs." After this I told him if he feeds more I'm reporting him for intentional feeding. He just kept being the FRONTLINER as Ziggs, not keeping any sort of distance in the back line with me, playing Ezreal. He replied with "You're being toxic flaming me and I'm not gonna report you for it." Like what a Jesus-Christ-on-the-Cross complex. What a martyr. Pfft. In the postgame lobby after we won, I said "Ziggs, why did you do so poorly, what happened? Why did you die so much?" To which he replied: "I wanted to make it interesting." "Stop being jelly." -exits

So in reading this, was he sincerely having just a bad game, or was he actually feeding? I counted the time and it seemed like he didn't stay alive for over two minutes or around that. He literally couldn't stay alive for 2 entire minutes after dying and respawning. What is up here?

Intentional feeding is simple: Person enters game with sole intention to feed. Its about his intention, not his failed actions and reactions. Intentional feeding is obvious, person just lets opponent kill him without trying to : Escape, Fight, Defend himself.
