Lemme get this straight... Being a leaver is worse than being a "bad game feeder"?

You're not intentionally feeding, but having a shitty game where you're stomped for even RESPAWNING. But you still can't leave and stop the "feed" chain?

I don't know that anyone would claim it to be worse, no. But it's certainly easier to detect, and thus more likely to invoke a rapid response.

It's notable, however, that leaves tend to incur the relatively mild Low Priority Queues, while Intentional Feeding skips the normal toxicity punishment scaling and hops straight to a 2-week or perma-ban. So while it's not handled as quickly, it's handled more harshly.

No point in comparing 2 unacceptable actions.

the leavebuster is for ppl who leave. not for ppl who leave because the game is 100% lost.

Leaving only makes it worse for the rest of the players, and the point where someone thinks it's "ok" to leave will be different for everyone. That's why there's a surrender option. That's the only acceptable leaving. If you're going to queue up, commit to the match until the game ends.

"Stomped for even respawning"?

Explain.

if you leave a game because you are feeding or not having a good game then 1. you wont learn from your mistakes and wont become any better at the game 2.its no fun for anyone ie, if you are sona and you are 1-10 or 0-10 at 15 mins then you are not having a good game but your top lane and mid are doing very well atleast late game you and ult maybe or press w and make an impact at a crucial moment any help counts but if you leave you cant help and you hurt your team with the lack of presence
