They said it evades the key-words riot uses to auto ban in reports, so its like KYS but doesnt get registered. Does riot actually look through reports or is this guy good to go?

It doesn't matter how you word it, telling people to kill themselves is punishable, period.

Just report them post game and move onto the next, don't let someone's bullheaded comments keep you from enjoying the game.
