It seems to be due to a very little known rule. You aren't allowed to ask the enemy team to report one of your players. That is strictly against the rules. It wasn't really monitored much in the past but now it is. It's to prevent a bunch of uneducated reports because "Report (X champion) for flaming" and the other team decided to believe, causing up to 5 extra, uneducated reports since what actually happened is unknown.

You're also harassing him, saying "Get him permabanned." Whether he deserves it or not is irrelevant, it's that you're trying to coax the enemy team into reporting your teammate. I'm fairly certain this is why.

but I see it all the time, and EVERY time I see a request to report someone on the other team, I ignore it. I mostly report early game red afks on the enemy team.

YOU ignore it, yes. However not everyone does, and Riot doesn't deem it fair to have someone blindly reported just because someone asked to. And yes, people ask all the time. And you need to report it for it to do anything.

Another reason it's punishable is how it affects the game. Say an supp and ADC are bot and the supp is bad and the ADC asks the other team to report this supp. Suddenly, the supp needs to start making his case and explaining why he shouldn't be reported, and all of that typing takes away from the game, not to even mention the toxicity that will arise from it.

I will admit that this isn't too bad, but there are a few things to note.

First, don't ask for others to report a certain player. For one, it's considered harassment since you are threatening said player with reports. Also, the system doesn't look at the raw number of reports against a player but rather looks at the percentage of games that player has been reported in, so having multiple reports against someone in a single game is treated the same as have a single report. Lastly, each person should only report based on their own experiences, not someone else's. If you say "report X player for being toxic and harassing us," well, unless X player has brought it into all chat, the enemy team has absolutely no idea if this is true. From their point of view, you're the one who is harassing X player, not the other way around. So, all in all, if you feel someone should be reported, just report them yourself and don't say anything about it.

Second, while the Maokai may have been bullying someone else, you retaliate against him by bullying and harassing him back (i.e. constantly asking for reports, and even calling him a dumbass). It doesn't matter what others are doing or who starts it, Riot's policy is this type of retaliation is never acceptable. The proper way to retaliate/defend yourself is to mute/ignore the toxic player and report them after the game. If you retaliate against their toxic behavior with your own then all your doing is making the situation worse and all reports against you in that game will be valid.

Lastly, while you may have only received the chat logs for one game, unless it's something very extreme (which is not the case for you), you don't receive a punishment for just one game. You are punished when you show a pattern of bad/negative behavior in multiple games

Of course, you can disagree all you want with what I mentioned here, and that's completely okay. You may not agree with this at all, but I just want you to understand that these are the rules that Riot has set in place.

Also, something that is irrelevant to why you were punished:

Do not share accounts. It is against the ToU and is grounds for a ban. And if your friend is new to the game, he shouldn't be borrowing an account anyway, he should make his own account and play the Tutorial/bot games so that he can become more familiar with the game.

I do NOT feel like a bully after that game. How can you even feel bullied if you're the one calling others bad from the get-go? the mao deserves punishment, not protection from the "bullying" you say I did. Believe me, in NO way did he feel bullied by me. He was a pure jerk throughout.

Sure you edited out the name, but it doesn't matter if I don't know the name. Riot certainly knows the name (of the account at least) and they have grounds to ban the account that was being shared. I'm just stating this for future reference, so that you know and could possibly pass this information on so that the account isn't continually being shared between 2+ people, which could very likely lead to a ban.

I definitely agree that the Maokai deserves punishment if he did what you are claiming, but who's to say that he hasn't gotten punished? There's no way for you to know if the Maokai has received a chat restriction. While Riot does tell you if someone you reported recently has been punished, this only happens if your report was the final straw that got them punished and it doesn't tell you who was punished or what their punishment was. So for all you know, the Maokai has received a chat restriction.

What I'm trying to do right now, though, is explain to you why you received a chat restriction. You were harassing the Maokai with constant calls for reports against him. Again, you may disagree that this is harassment and that's completely fine, but Riot does view this as harassment and does not want it in there game at all. Now, you may see many other people calling for reports all the time, but that doesn't mean it's the right thing to do, and as Captain Rando said, it's a little known rule, which is why many people do it. They don't know that Riot doesn't want it in their game.

Of course, calling for reports is a pretty minor thing, in my opinion, so I believe it's unlikely that Riot would punish someone solely because of it, unless they basically spam it constantly. This brings me to my next point: unless you commit a very serious offense, you aren't punished based off of one game. While you may have received the chat logs for only this particular game, you have showed negative behavior in multiple past games as well, and it's this pattern of behavior is what got you banned.

I'm chat restricted for 25 games thanks to a bad mouthing mao kai who chased away a teammate and harrassed me as well.

I was even sticking up for the ADC and supporting her through this harrassment.

I didn't know about that "little known rule" to not request bans. How come I see it almost every other day I play league?

I just want you to read what I said and tell my why I deserve 25 games worth of silent play and 1 more tick towards a permaban, since Riot is getting serious about bans.

It doesnt matter if they REPORT you if you dont break rule. You dont get ban for reports, but for breaking rules. In your case you broke rules and you got reported, thats why u got punished. For future reference, asking people to report someone, can even get you perma banned if you have enough punishment in past. So stop doing it. And next time, when your Maokai or other teammate WARNS you that you are being toxic. Stop. Being. Toxic. They are probably right. You should have apologized, not continued with report threats.

Nobody warned me about being toxic. Maokai flamed me after the adc went afk. then he told the other team lies about me being toxic, and I can't even all-chat to tell them how he is treating the adc and me. He began to lie to the other team about me being toxic, and with my chat restriction, I can't even defend myself.

I'd say a chat restriction is fair. You were being a jerk and you deserve it. What really does it for me is you were trying to get the team to gang up on another person and mass report mao. It's not like you would get restricted for this one chat log, it would be an on going problem.

As I stated before, asking for reports against another player is something that Riot does not want in their game. It doesn't matter if you are asking the enemy team or your own team. They consider it harassment because you are threatening that player with reports. You can disagree with this all you want, and it's completely fine if you do, but you have to remember that this is Riot's game so they make the rules here, and there rule is don't ask for reports against another player.

If your own teammates read the same dialogue, they will report the offending player without the need of you asking them to.

It's pretty simple. Asking for someone to report another player is a reportable offense so you should not be surprised when you get punished for said offense. Learn your lesson and move on.
