Send Reports After Champion Select

Is there a way to report a player after champion select when someone dodges? I just had a game where the person who was assigned adc forcibly took it and told the midlaner to be adc, after instalocking a mid lane champion. Of course the mid laner dodged because adc wasn't the role the mid laner was assigned.

I find this behaviour to be unacceptable in this community as was very gracious that the midlaner infact did dodge, but something still needs to be done about this player.

Therefore, is there a way of and if there isn't to report a player that you find needs to be reported after the champion select process if there is a dodge, since you will probably never interact with that player again?
