Duo Queue and the Surrender Vote

I don't really post threads and I'm not even sure if this goes under "Gameplay" and this may just be a rant but anyways I do want some thoughts on this. Should a duo queues vote in the surrender vote count as one vote instead of two?

Now hear me out on this, the in order to surrender you need to have at least 70% (according to the wiki) agree to surrender so the game will end. In most cases a duo queue would always pick the same surrender vote as they are in cohesion and most likely direct communication with one another. Therefore, counting the duo as one entity as, they make up a quarter of the team (1 duo + 3 other players), but control 40% of the vote). This is all assuming the unlikelihood that a duo queue would vote differently.

And don't even get me started on duo queues that troll who purposefully stop the surrender vote from going through, as this would eliminate that problem completely.

To be honest I'm not even sure how one could go about making this work, but it does get somewhat frustrating to know that one set of players have control over such an important vote. It turns the surrender vote from, what does the team think is best, to what does the duo queue think is best, which I just think is unfair.
