Well, for one, 99% of the time its a lie.
For two, put it under negative attitude. Comments describing when/what they said should be used as well.
Why would this be reportable? Under bribery? If his lane opponent is stupid enough to believe it, then it's his lane opponent that should be reported for inting.
If I tell you "Yasuo is at dragon" (knowing full well my team is about to do baron) and you're stupid enough to walk to dragon looking for a free kill, do you think I should be reported? Intent is important. I'd probably get honored by my team. Hell, if someone say that in All Chat, I'd probably go ward baron almost immediately.
If you are dumb enough to believe such outlandish statement as "If you feed me, I'll gift you any skin you want", then you deserve to lose and you are probably the type of person who would actually clicked on the "Click here to win 1 million dollar" and entered in your personal info.
It isn't really reportable, in fact I've probably said that or something similar to another player as a joke.
This community is just hyper-sensitive at this point.

The closest it gets to is under cheating since you're not allowed to buy rank and that's essentially what's going on if somebody is paying for wins. However, since Riot uses an automated system, it unfortunately will probly amount to nothing in the end.
However, you're definitely alllowed to report somebody for intentionally feeding and that's a bit easier to detect, but I still don't trust Riot's intentional feeding algorithms. Or even if those algorithms are working, the chat ban restriction they're likely getting for the first 2 punishments probly isn't really going to tackle the problem.
