Well, for one, 99% of the time its a lie.

For two, put it under negative attitude. Comments describing when/what they said should be used as well.

It isn't really reportable, in fact I've probably said that or something similar to another player as a joke.

This community is just hyper-sensitive at this point.

Why would this be reportable? Under bribery? If his lane opponent is stupid enough to believe it, then it's his lane opponent that should be reported for inting.

If I tell you "Yasuo is at dragon" (knowing full well my team is about to do baron) and you're stupid enough to walk to dragon looking for a free kill, do you think I should be reported? Intent is important. I'd probably get honored by my team. Hell, if someone say that in All Chat, I'd probably go ward baron almost immediately.

If you are dumb enough to believe such outlandish statement as "If you feed me, I'll gift you any skin you want", then you deserve to lose and you are probably the type of person who would actually clicked on the "Click here to win 1 million dollar" and entered in your personal info.

Okay, let me tell you exactly how this scenario played.

I was top and playing as Garen. Someone on my team instalocked Riven and tried to muscle me out of the lane. The Mid Annie then came out in all chat and said the line above, looking to get an S-Rank or so she claimed. I don't think she knew how that worked.

Anyway, the Riven saw that as an opportunity and agreed. Feeding Annie kill after kill, all the while raving about how I stole the lane from her.

The enemy team started badmouthing me in all chat. Saying things which I felt were in jest. "Shame on you Garen, taking this nice Riven's lane from her."

I ignored the lot of them, it wasn't worth fighting back with words.

In the end I reported both Annie and Riven and went on my way. Whether Annie was lying or not was not my concern. She was feeding a troll.

That still doesn't make the Annie reportable. For all you know, she could be saying that in jest as well (more like 100%). By your logic, the rest of your team is "feeding a troll" too. Did you report them as well? Did you think they should be reportable? After all, they were "encouraging" the Riven and feeding a troll.

Why do you think it's okay for your team to "jest" about the troll (because you didn't report them), but it's not okay for the Annie to jest about the troll??? Hypocrite much?

Report them ALL or report NONE (except the feeding Riven. Definitely report that one regardless).

No, the fact that you actually believe anyone would intentionally feed just because someone on the opposing team said they'd buy them a skin, is a joke to me.

The closest it gets to is under cheating since you're not allowed to buy rank and that's essentially what's going on if somebody is paying for wins. However, since Riot uses an automated system, it unfortunately will probly amount to nothing in the end.

However, you're definitely alllowed to report somebody for intentionally feeding and that's a bit easier to detect, but I still don't trust Riot's intentional feeding algorithms. Or even if those algorithms are working, the chat ban restriction they're likely getting for the first 2 punishments probly isn't really going to tackle the problem.
