Refusing to communicate lead to punishment?

Just had a game with the support/top from hell. By 3 minutes support abandoned lane after dying once (support syndra), proceeding to telling me she would NOT support me. After that point she roamed, stole some cs, died, and refused to communicate with team/aknowledge pings, unintended teamfights and enemy seiging our nexus. This went on from 3 minutes to about 30. Our top acted similarly and eventualy the two began staying together. Duo queue maybe?? Are they going to be punished? I hate playing with fucking ids that give up quite literally before the game even started.
