Yes. And while it might sound like it, I'm not trying to make fun of you. What I mean by this is: In which way somebody is harassing you isn't really important to Riot. Harassing other players is punishable. The bigger question is whether it is automatically or easily detected; which is why it's best to put in detailed report notes, if you believe Riot doesn't typically scan for this type of behaviour.

The answer is yes, ping spam/harassment is considered harassment. This is not a question of League of Legends, but of diction - harassment includes all forms, even those which are not considered to be punishable.
While it is considered harassment, and while you are welcome to report for it, you will likely not see anyone get banned for it, as Riot, even if the case goes to a manual review, will review chat logs, maybe one or two games, and not look at the whole picture (by actually watching 2-3 entire game playthroughs).
Why do you think that bans are issued within 5-20 minutes after a report level "triggers" a "manual" review? Do you honestly think 20 minutes is enough time for a human to watch even one single game to make a determination? The "review" is more of a "search and incriminate", looking for anything in the chat log to justify a "toxicity" ban.
TL;DR: Yes, it's reportable. No, this person likely won't get banned, because the Rioter reviewing it likely will never notice that it's happening.
It isn't and it's not a valid report. It's just an in-game function but Riot should allow the option to not see pings from certain players.

I agree, very disgusting behaviour. They prefer you too die also, but 'trying to save them' (while 1vs5) then you just run away. After that you receive '?' x 10 times. Don't actually need the report, more the mute button, because those people will just abuse it the whole time and no useful pings will come from them.
Sadly, those pings make me even make mistakes, because I 'listen' to them.
Small story:
I was jungler and top was losing very hard. He kept pinging me with '?' that I didn't gank (classic player with no self reflection and it's always someone else his fault). But you have sometimes those lanes that you can't gank, because it would end up double kill for the enemy. Well this was one of them. And it wasn't like I was doing nothing, cause I ganked bot and mid. Then after the 100th ping I decided to give in and gank top. Suprise surprise, double kill for the enemy top. And guess what? After that he pings me '?' 100 times again, while it was clearly my fault (for giving in) and his fault for keep telling me to come gank, while it was impossible. I know I wouldn't have made this mistake if I could just simply mute pings. After that he kept pinging me '?' for every mistake I made, while he was 0/7 if I remember correctly (note: I never flame someone feeding, mistakes happen, but I don't understand it if you keep blaming someone else for it).
Yeah. These players to me are far more annoying than people being 'toxic' swearing out their team and shit. Every time you're in the middle of the fight or get permastunned some asshat decides to ping '?' or '!' over you 20 times instead of helping.
