If a player reaches the point of being permanently banned, then they have gone through a process where they have essentially shown Riot that they have no intention of improving their behavior at all. Going off of this, if Riot were to give these players a permanent chat restriction/ban instead, Riot has reason to believe that these players will be more likely to resort to a different form of toxicity since they would no longer be able to use their chat int hat way. Doing this would just have the same end result, the toxic player being permanently banned, however, in this case the toxic player would ruin more games for more players before their permanent ban.

Now, I'm not saying that it's guaranteed that these players would resort to other forms of toxicity, just that they would be more likely to, and that's a chance that Riot doesn't want to take.

Riot has determined that people who are so toxic/unable to control their chat in alot of cases will troll in other ways if they are permanently chat restricted.
