Finally: If they do it rarely it may take a while (sadly), but if they are constantly being a jerk (especially like that) they will get punished VERY fast. Your report may not be the "Straw that boke tha Camel's back" but it WILL count against them as long as it was a valid report.
EDIT: Nice edit adding in the "They still won't get banned." [slayer-jinx-unamused]
nm10101 votesSomeone did this a month and a half ago, I reported and submitted a screenshot riot said they'd look into it. Got matched with the dude like 2 weeks ago who then gloated about how he didn't get banned with 4 people reported him and sent in screenshot of him telling people to kill themselves.
