Teammates took smite & followed me as i Jungled,,, 2 games in a row. Why aren't trolls deterred??

I just came out of 3 terrible ranked games in low silver. The first one, my top and support took smite & followed me around the jungle taking my camps. The support (Bard) also would ult me when it was super inconvenient (like in front of the enemy team). Next game, mid lane Jinx takes TP+Smite & takes my jg camps. She didn't even go mid & let the mid free farm. NEXT game, my rando teammate first picks eve for me, asks me for Zed, then he doesn't have Zed and I'm stuck with jg Zed. I reported all three. How the hell does this shit happen CONSTANTLY in low elo? Is there not enough verification of trolling/screening of game data to determine who's trolling? Clearly whatever "reform" policies currently aren't working for me to have THREE troll incidents in a row. Did i mention that I had just got promoted when this started. This is bullshit.
