just want to communicate (yes communicate, not spam) certain things like "I'm low on mana" and "back up your playing a bit to aggro" because I cant type very fast, and it would be a shame to use one, but then get banned immediately. is this bannable?

From reading past threads, things like chat macros (even when bound to QWER) are not bannable. I distinctly remember a thread a while ago in which a Riot said they personally use a macro like "LET IT GOOOOO" on their R when they play Janna.

However, it is not officially stated anywhere in Riot's ToS whether chat macros are against the rules, and if whatever macro program or method you use accidentally looks funny to the automated system, there is definitely a possibility it could punish you. Unlikely, but possible.

Chat macros are not bannable unless you use them to spam, because spam is punishable.

You can use just short words that describe these things if you want to be super safe

Something like: oom (Out of mana) play safe

These dont really take up much time to type.
