Kei1432 votesaccording to those that have got it back, its around 40 games or so for a 10 game chat restrict. But keep in mind that everyone's punishment is different, and if you get validly reported, it'll take more games.
But don't confuse getting hextech loot back with dropping a punishment tier. it takes an average of 3 months of regular playing to drop a punishment tier.

25 games over about a week, - 10 restriction 50 games over 2 weeks- 25 restriction 200 games over 3 months - 14 day ban No limit games over a lifetime- permaban
Numbers are made up, but thats only because there is no set amount of games or time. To the best of my knowledge :D Occurs after the punishment has taken place is a side note.
