Anyhow, the point of this post is for the various 'helpful' summoners trying to offer tips on banning passive aggressive trolls, this should show you the priority level of such things within the actual Riot exosystem.

Says something when getting folks banned is more entertaining than the actual game. But not surprising. It's just taking the pvp to the next level. Meta pvp bro.
The title of the linked post is; "When you tilt the enemy laner so hard they start raging in all chat"
That's hardly "trolling or baiting summoners into an all chat rage".
It would be trolling to use the chat to do so, but making the enemy mad because you're beating them into the ground is not.
The purpose of the game is to win. Often that entails using an advantage gained to push a lane into such a state that the enemy laner falls horribly behind. That (understandably) makes the enemy a bit peeved that they're being focused as the weak link.
That is not trolling.
Player Behavior & Moderation its one of the smallest boards in comparison... so yeah this "community" is not important at all
