Why has Riot done NOTHING about this?

I have already made a thread regarding the issue of trolls and just overall shitty people in champion select. Many times somebody starts trolling in champion select which then either forces a perfectly innocent person to dodge and lose LP or makes the other 4 teammates to lose LP and time.

Some people are abusing champion select as a way to get what they want, I have witnessed this first hand many times. This is partly due to autofill. For example, in my last game, our mid asked if he could jungle. I told him that I cannot mid well, but if someone else wanted to swap with me I'd be more than willing. The guy says "NP" so I figured we are good. When it comes to his pick, he decides to autolock kalista mid with smite and ghost so I figure he is trolling. I look him up on op.gg and sure enough, he has not played kalista at all this season. I really want to dodge, but it is my series so dodging is the equivalent of losing. At the last second, the Kalista tries to dodge as I see it in the chat that he left lobby, but it is too late. The game actually ended up being kind of close despite the fact that Kalista went 0-7 in like the first ten minutes, forcing us to deal with a 8-0 ekko. She got a 9x report so I am satisfied with that.

However, what I have a problem with is why people are allowed to do this. Too many times I have seen one-tricks just lock in some random troll pick (not offmeta there is a clear difference) in an attempt to force someone else to dodge because they are too selfish to lose some LP themselves and they are too lazy to learn just 1 more role. There seems to be no way out, it is a lose-lose. If you dodge, you lose LP and time (albeit not as much as either) but the troll gets away scot-free. If nobody dodges, the troll might be punished, but you and 3 other teammates have to lose lots of LP and time.

My solution is to either make an in-lobby booting system or to implement a champion-select reporting system. If it was an in-lobby booting system, 4 votes would be required to boot the other person. The other person doesn't even have to lose LP, just have maybe a 5 minute queue delay. This may be abused for off-meta picks, but the reality is, it is highly unlikely that all 4 people will choose to boot someone just because of an off-meta pick, especially if the person is good at it and wins games with it.

This boot system could still be abused nevertheless so my second solution is to implement an in-game champion select report option. This way, if I dodge because someone is trolling or being a douchebag in champion select, I can rest easy knowing that even though I lost 3 LP, the troll will be punished. As it stands however, me or some other regular player is being punished while the troll gets away without any punishment whatsoever. How is that fair?

This is not the player's fault,its riot's fault,they allow level 30 players o join ranked without even having 1 support or a complete runepage. I have been there and i have done that,if i get autofilled i just tell my team hey guys i have 18 champions and 1 runepage for adcs i can not play support. Do not blame the players,blame riot for not giving them the necessities to play all roles in ranked.
