AFK's are a bit rampant.
I'm not sure how riot will address the problem. seems a bit unfair to many players that never do afk.

The issue with AFK punishment is the inherit difficulty in separating the unintentional afk/dc from the intentional afk/dc. Without being reasonably sure, Riot has to handle both groups with the same set of punishments.
Greatly increasing the punishment doesn't really prevent unintentional afk/dc. It being unintentional implies that they never made the choice to leave. So it just makes that group of people more upset that they're being double punished (not only do they forfeit the chance to win the game they also have to eat a harsh punishment) for stuff outside their control.
Granted, increasing the punishment might lower number of leaves from those that are simply extremely bad at managing their time/conditions (don't try to play when you've only got 30 min until work and don't try to play when you're aware your internet is being shit that day).
Greatly increasing the punishment wont improve the quality of games in the case of intentional leaves. Them being aware of the punishment would mean they can simply choose to avoid it while still being just as useless to the team. We already see this to some degree in cases where the player tries to wiggle around in base or afk farm while towers are burning just because they don't want to play anymore but also want to avoid the leavebuster.
