Alternative to banning accounts (just an idea)

One of they biggest issues I see from banning accounts is that it hardly impedes a toxic player. They'll just make new accounts and make the leveling experience worse for new players. But what if instead of banning the account that has enough reports, the most played champion of that account is temporarily disabled for that account?

Now this probably won't be heavily effective against toxicity in the higher levels, but this may dissuade toxic players from grinding up from level one and making new players miserable in the process.

Really just a random idea. What do you all think?

Forcing an already toxic player to use a champion they're possibly not actually good with is just going to make the experience miserable for everybody.

Its an interesting idea for sure. I think there would be the same concern with this as they have with just perma muting people. It will probably frustrate them further and cause them to be more toxic. It also doesn't really do much fix the problem you are wanting to because they could still create a new account to get that champion back.

And thus, they would get angsty and troll with other Champions as they demand their Champion back because "they earned it with their money" blah blah, but since that won't happen, they will keep trolling without further consequences.

They will continue to be toxic though, whether on the old account or the new account. Your recommendation does not solve the core issue.

At least banning the account sends a clear message. If they do decide to start another account, they risk getting it banned as well if they continue their behaviour.
