I see talk of chat restrictions a lot and that is fine. However, it seems that people still play ranked like it is normals. They play new champs, feed, and go off meta with no understanding of why the meta exist (I can assume by their play style). I wish I could get some insight as to why there doesn't seem to be a difference in atmosphere between normals and ranked play.

At the end of the day there is no ban for off meta, and rightfully so.
Saying the "meta" is the rule is like saying Britney Spears is a talented musician because she sold millions of records, or that Donald Trump is the most qualified man in America because he might become the president.
Before Voyboy played AD Fizz, tools like you would have tried to ban me in ranked for using it.
And then he played it and it became "meta", and all of a sudden it was accepted and popular.
You can go totally "meta" and go 0/20.
Your "meta police" mentality is one of the main problems in league, idgaf ranked or normals.
You're basically enforcing people to become sheep, and proving what a sheep you are yourself.
If someone is feeding hard on purpose, yes that is bannable if it is intentional.
If everyone on your team is going AD Soraka, you're probably in bronze 5.

No, it hasn't. It's still just a video game no matter how addicted to it you are.
There is no fundamental difference between LOL and multiplayer Pac-Man.
If it was a chess game i would feel like there is a lot of people knocking over the chess board cause they think its funny. If this was done in the park it would be obnoxious, but in a competition it would be intolerable. It would be great if there was a distinction in what was expected from a player. THIS IS ONE OF THE INSTANCES WHERE THERE SHOULD BE A HIGHER STANDARD. Don't you think. Don't screw off in ranked is all I'm trying to say.
If there are people screwing off on your team, there are probably people in other games screwing off on the opposing teams.
If you aren't winning it is YOUR fault, plain and simple. Treat every ranked game like a 1v9.
