So I honestly hate seeing ezreal jungle, especially since every game I have seen it, that ezreal's team has lost. I looked up his stats, and he has a 47 percent win rate on average, it's lower if you have less than 50 games on him.
I decided after seeing that to just permaban him, even if it's an intent pick for my side (especially since I've never seen one win)

Nope. You're allowed to ban whoever you want to ban for any reason you want to ban.
its a dick move but you can not get banned because you did it
you are allowed to do it but you are going to get some ezreal players running it down mid on you. its a risky choice
grant i ban ezreal frequently but not for the fact of his popularity in the jungle but for the fact whoever i've seen play him tends to flame their own team
Pregame is the set up the first 5 moves of chess the game is the rest so it's ok to ban it if you feel like you won't win with said champ in game
