Yes, the boards is a great place to explain how player behavior should work. Sadly, it only accounts for a small fraction of League's player base.

However, the new client integrates the latest news on its landing page so it is only a given it should include a FAQ/Information Center page that gives a detailed analysis about the disciplinary system. If this system were to be integrated, ALL players would be mandated to read through the documentation and comply. All new players would be required to read through the documentation when trying their first game.

The notification will explicitly state in bright red, "PLEASE READ. IF YOU DO NOT, WE ARE AT NO FAULT FOR BEFALLING DISCIPLINARY ACTIONS EXPLICITLY STATED IN THIS DOCUMENTATION. IF YOU WISH TO AVOID PUNISHMENTS AND SECURE YOUR SUCCESS IN FAULTY JUDGMENTS, THEN YOU ARE REQUIRED TO BE KNOWLEDGEABLE ON THE FOLLOWING:" or something of the like.

"But players will not read it." Then by all means, if they do violate the regulations/rules, they can receive a punishment for voluntarily being ignorant. It's like getting a contract and signing a signature instantly without reading the fine print stating, "We require all assets you own prior to you utilizing our services." then complaining why they took away all your assets.

"They can just put it in their Terms of Service". And you would read a hundred page research paper indicating how math works right? No, you would just get the basic knowledge and apply it. You would not want to waste time with every nitty-gritty because most of it is common knowledge you already have accumulated or is tiring to fumble through without losing track.

It's better to split it apart from the ToS to hold a player's attention span a bit longer.

The reason why I request a major announcement on the client is due to the majority of the player base not actually knowing the workings of Riot's disciplinary system.
