How often does a player have to be severely toxic to receive a punishment

Some guy in ranked got pissed he lost lane and began to flame everyone else without reason.

If it was just normal stuff but in the post game chat he kept saying how he hoped my parents got cancer and died.

How strict is the system on this kind of speech? Because I didn't get a notification from the guy who did this same thing (about a week ago) or the guy who was describing in detail how to tie a noose a kill myself (also about a week ago)

so I'm genuinely curious if the report system heavily punishes this type of behavior without me having to go and file a support ticket (which is the only way I've ever gotten a legitimate response.)

Edit: I DID just get a notification from the most recent player. But I'm still curious as to how strict the system is and how often you have to tell someone to go get cancer and kill yourself before punishment ensues.

Post game lobby is a weakness in the system, but if they're going on in game the automated system can pick them up pretty fast.

Damn. Sorry someone said that to you. To me, the IFS seems quick to punish players like that, but you don't get the feedback unless your report triggers the punishment.

If it happened in the post game or pregame, it helps to add a note about that.
