What qualifies as boosting / smurfing?

And is smurfing punishable? I understand that riot would rather not leak the criteria for receiving a ban. But recently I decided to check back on someone I sus'd for it and he's maintained a solid 80% winrate from bronze to plat, all out of nowhere. (I was op.gg'ing and he was on my favourites so i got curious.)

Just wondering what counts as boosting and if smurfing is punishable.

Smurfing is not reportable, nor are boosting and smurfing the same thing. Riot doesn't really like smurfs, but as of now they tolerate them.

Boosting (as far as Riot is concerned and what is bannable) is someone getting on your account who is better than you and ranking up. It also also used informally to mean duoing with someone who is better than you (often on a smurf account) and playing to rank up. The first is bannable, and the second is not.

Boosting is when someone else plays ranked matches on your account to get you a higher Ranking.

What I wonder is, is boosting okay if it's defined as being boosted by a separate player who happens to be a smurf?
