So I'm not good enough to get level 6 or 7 mastery on my champions because I talked back to someone that was sitting AFK at base provoking me all game? We should at least get a visual of our status so we can see when we are eligible for hextech crafting stuff if everything is going to shift over to that system.
Go play 30-40 games without being validly reported and you'll get it back.
Keep in mind, being validly reported increases the number of games you need to play.
If your punishment was more than a 10 game chat restrict, it'll take more games as well.
They also probably want to wait for the new client before implementing anything new. (or it might just be a limiting factor of the current client)
If there was a way to check your reform status that would be awesome. I don't know what I have to do because acting saint-like for several matches didn't help (and it's been a month of trying now).
Why are you complaining? It's really hard to get banned in LoL. If you got banned, you must have been extremely toxic or something. If you "talk back" to someone sitting AFK once, you're not getting 3 month suspension. Clearly your usual behavior/game play has problems. People see mastery system as kind of a reward system. It is one of the most direct ways to show that you have good sense of the champion or you have shown dedications in playing champion. You got banned. No reward for you.

It's just a gimmick
Basically bend down for Riot and obey the rules, and everything will be alright. Been working for me so far. But it didn't work for me in jail.
