Will Higher Account levels encourage players to be less toxic?

I mean, you see folks crying over losing $600+ in RP due to getting banned. That's gotta be quite a bit more value than a high level account.

I've seen a bunch of accounts already level 200+, spamming coop vs AI 24h/24 everyday... I think that maybe on a few people that'll work yeah, but those who already have 20 accounts that they level up that way will stay toxic i guess.
