just go into your control panel and click "uninstall," that should take care of the problem

It is in control panel. Once there click uninstall. That should do it.
funny that you're using the diamond icon and making everyone think you're diamond when you're too bad at this game to stay in diamond and got demoted to plat 2 :^(
why does everyone in plat have such a cocky obnoxious attitude? congrats, you made it to plat 2, after playing 1000 games in one season. when was the last time you went outside?
You can't report someone for being new.
I suppose the question is: what sort of purpose does reporting noobs fill other than your own sadistic joy? I mean: do you expect RIOT to take some sort of action to punish players just for being new to the game? What action?

Newbie = Someone who is new to a game. Noob/Newb etc. is the same thing. The fact that you still cannot differentiate (yes, I know that was probably a big word for you) the fact of someone being new to the game and someone who is not as highly skilled, is beyond me. Yes, they did use to have a report button for unskilled player. The reason they got rid of this is because of the biases that come of it. You don't know if a player is new to the game, you don't know if they just had a bad game, or you don't know if they are new to the champion/role they play. That is the very reason they got rid of it. Also, it shouldn't matter what rank you are this is a community, some people just like to play for fun. Please remember to respect all players especially the new ones who want to learn and have fun.
