I actually have an idea for the punishment system

Before the permaban, there will be an additional punishment becides the chat restriction and 14 days ban. It will be either before or after the 2 weeks ban. For 10 games, the player would be put in queues together with other punished players.

Maybe players would be reformed when they actually meet this toxic people for themselves. "Oh, is THIS how I behaved?" Also, as they are in games that are only for toxic players that are punished, us other players would not have to be a part of this.

Note that this would NOT be instead of the permaban. This would simply be another step to try to reform players. If they keep behaving poorly after this, the later punishments will of course apply.

Makes a pseudo prisoners island that also requires 10 of these players to be on at the same time before they can even play.

I don't mind potentially adding another ban after the 14 day so ZT offenders have a chance to learn that lesser toxicity can still result in punishment; but a no for this idea from me.

Riot is explicitly against this kind of "Prisoner Island" thing. They tend to be very against helping people reform.

While you're coming at it from a good idea, it tends to work the other way in theory - Instead of it making people go "damn I really was an asshole", it tends to make them more pissed and more likely to flame.

Riot has said no to prisoner's island as others note. I completely disagree with them. Toxic people do not learn from perma-ban. They just create a new account and make the 0-30 account level run a toxic hell-hole. I would far prefer that those who have been found to be that toxic get sent to a prisoner's island. Not for 10 games. For the rest of the season. Some people enjoy toxic behavior. Let them play together. It would do wonders to clean up the game for those of us who consistently avoid being toxic. Assuming about 10% of the players are toxic, I would venture that 99% of the player base would prefer a prisoner's island approach. The tiny percentage that would prefer to be toxic without being in a toxic-queue could just create new accounts anyways. And as far as the "They would have to wait for enough other toxic players to be online"??? This is a canard. They can create a new account if they don't want to wait. No difference between that and a perma ban other than that the perma ban forces that route. And since most of the "re-tread" accounts that I am aware of have few if any skins, I doubt Riot would lose much $$$ from this approach.

tl;dr - Good idea but not far enough. But Riot publicly disagrees so it will never happen.
