So currently I have a chat restriction, and I just want to see if this classifies as deserved:

This is the chat that got me the penalty, and though I agree, maybe I should have muted and just played, this was a rough game, I was Kennen and basically played so poorly gave some easy kills to a riven that then carried, I don't see the reason as to how I deserved the penalty, as I did not necessarily call one any negative adjectives other than "jerk" though I did use the expression "trash" just to point at what the other said. The Shaco and Morg were a duo and reported me even though they were much worse in the chat, calling me in need of not of sane mind and belittling me. Now I personally believe that I was carefully avoiding accusations and as such to players and never try to call ones playstyle into question mostly just state that I will report if someone else agrees with this, I'll shut up and take it and try to fix my attitude for the future, but if their exist the opportunity to return my honor level and take the chat restriction away I need to take it.

The system is not there so that you wave it around as a new weapon to attack them in chat over. You spent most of your chat explaining how you're going to report them. Something you don't have to do for a report to function.

I didn't read past 'reported'. Report threats and/or report calling are sanctionable.

Calling for reports/telling people theyre going to be reported is punishable. The only real ok version is telling someone who is complaining about someone else to just mute and report the person after and play the game now, as its not specifically calling for a report and moreso just trying to get the person to play the game.
