If your behaviour hasn't been toxic, then you won't be punished by Verbal Abuse reports.
Troll for Trump2 votesNo, the warning message pops up when you get a increased number of reports. So yeah, doing a really offmeta pick probably leads to a lot of reports in a short period if you spam stuff like that.(It says this in the pop-up)

It does not mean that the reports were valid or will lead to punishment.

A spiked number of reports in a brief period of time = significant increase in amount of times you have been reported over the course of a few games.

Swallower1 votesI understand that it can get annoying, when people complain about you trying to play a champion where they normally are not played (off meta). Since this is particularly for verbal abuse and harassment, you should be okay. As EndlessSorcerer touched on, for verbal abuse/harassment they look at the chat logs for evidence of toxicity in chat. If the chat logs DO NOT show such activity, then the report gets thrown out and you are fine.
