What is Riot doing to try and prevent Trolls, Feeders, and Harassment in Ranked?

Just want to send out this question to the cosmos cause I'm not seeing anything other than a slap on the wrist style ban for a few days or having them lose 1 account only to make another and be back doing it again in 2 days. I have seen, and had to do so myself, good players having to dodge queues and take a penalty just because someone was going to be a dick and feed intentionally. Why is it that there is nothing to help prevent this? Only thing in place is a reporting system that might ban someone for a temporary amount of time and usually doesn't prevent them from going right back to doing so again. There isn't a true Prema Ban since you can just make a new account with a new email.

There are no true permanent bans because the technology isn't there. A true permanent ban would require something like DNA checks.

Nothing.

The only thing they have to do is be consistent, swift and hard on punishments when people break rules. It's truly that simple.

Instead:

They give low report weight to people who consistently report these people making their reports invalid
They allow users to create new accounts for free after bans
People report people and see nothing happen, and they start breaking the rules themselves, because nothing happens.

In my experience on my main account, trolls/feeders/inters that you report don't even get a temp ban. You can have a lane go 0/12/0 by 20 min, curse you out for not grouping when you are splitting 1v2 and getting ganked by the enemies they fed, and nothing is done to punish the feeding trolls. Try telling them anything to help them before they feed 12 kills, and you get ignored as they do the SAME dumb play time after time after time. 2 or 3 deaths later, you tell them they are an idiot for doing the same dumb stuff you told them how to avoid doing so they DON'T keep dying, and you are now "toxic" and "reported" by your whole team. I dropped from s3 to s5 within a week because 90% of my games were losses due to trolls and intentional feeders flaming me and crying that I was "toxic" for asking them to do things as simple as NOT FORCE 2v4's when behind and WARD. Never knew that was "toxic" lol. And the sad part? When 8 of 9 games you lose, you are either the only person on your team with a positive kda or one of two people. Yeah clearly I deserve to lose all those games lol. Talk about balanced matchmaking. I've asked Riot to spectate or play in some of my matches on my main - and on other people's who have had the same problems I have -- so that they can realize just how bad matchmaking is. Have not gotten a reply.

Never in all my years (4+) of ranked playing everywhere from bronze 4 to gold 2 have I seen such idiotic and toxic players as this season in silver and high bronze. I've even gotten responses from diamond players saying how shocked they were when they smurfed in silver and how they couldn't carry a game if not extremely fed from laning phase if they had the trolls/feeders on their team. But yeah, clearly with stuff like that, a gold level player can carry and climb to gold no problem. And I swear either Riot or the silver players themselves intentionally throw certain games/screw certain players. Why? I have gotten smarter, less toxic players who actually show teamwork on my SMURF account - even when going through the same elos. I have over 50% winrate despite not having proper runes on my smurf account during the same time period where I have a 10% winrate on my main. Now what does that tell you?

ALSO, what about suspending people for being TOXIC? Like this just DOES NOT add up with me. Its not like your running around the game to their base or anything, your being toxic.. Toxic... Its part of the game... THEY SHOULD SERIOUSLY LIFT suspending people WHO are NOT in current chat restriction.. IF YOUR TOXIC with CHAT RESTRICTION, I'm sure YOU HAVE TO really try to be toxic, where in chat, your just arguing back to a player who is just as toxic, but you get suspended because your not as low as him to go waste your time tatty tailing, you would rather play another game and get your rank up like a serious player instad of a low life who has nothing better to do but to report players because they are insecure and in anger that they lost in both the argument and in game.
