Rumble's Flame hitbox broken as well as Teemo Shrooms

Rumble's Flamespitter skill hits VERY far out from the animation. On the flip side there are so many times that I see someone brush over the top of the shroom and NOTHING happens, they claim to have a circle around them that is the trigger zone but it doesn't do shit! This is something that seriously needs to be addressed as skills should be hitting like they show they should be hitting, not far outside of it or not hitting at all.
