Is there such a thing as instant ban at all?

I don't know what triggers it, apparently"kys" or "I hope your mom dies of cancer" doesn't, majority of the players I reported got away with saying stuffs like that. Given how much Riot likes rng, did they implant rng into report system as well? They only ban a random percent of toxic players so that they don't lose too much money as a company?

Homophobic slurs, racism, things like kys are some examples of extremely toxic chat that can result in an immediate ban, but the thing is is that the reports have to be reviewed first. A review of a player's case (their reported matches) occurs when the case is large enough due to too many reports in too few games, so a single match reported won't trigger a review and they might not be punished for one occurrence of such behavior.

While sometimes you'll think of it as "A toxic player got away with extreme behavior", this leniency allows the average player to not get harshly punished for having a bad day, typically punishing players that are consistent in their negative behavior.

Not that i know of. If there is, i assume it would exploitable, which is what RIOT doesnt want.

According to rito, Reporting a player for unsportsmanlike conduct usually gets their report reviewed in about 15min or so..
