My all chat is being restricted for 10 games. I want to know why. Because if anything I put in all chat seem negative, it's responding you other players who started the negativity to begin with. So can some one give me a little explaining about this?

Doesn't matter if they started it. You're not out on the streets defending your pride here, not that any of the men I've ever known have ever needed to do that.
You are a house guest in Riot's house, sharing space with eleven million other house guests.
That means that when someone starts shit, RIOT finishes it. It's not your fight, it's Riot's.
If you can provide your chat logs we can better assist you.
Without them all I can do is say that responding to negativity or toxicity with negativity or toxicity is just as bad as being negative or toxic in the first place.
So they're gonna ask you to post your log but I am going to save you some time. If you harassed team members , said something homophobic/racially charged or happened to spam then yeah you're rightfully restricted. On the off chance you don't want to show your logs I hope this helped.
Edit: also remember just because someone else chimps out in your game doesn't mean that it modifies the expected conduct of other players. The rules remain in play regardless of the behaviors of others so always mind yourself and mute problematic team members rather than focus on their behavior.
