Surrender vote restrictions

There is just a huge amount of negativity in Lol. For some people, if things don't go their way immediately they start to get emotional very quickly and start saying things like 'it's over' or 'I'm done' followed with the 'can we surrender please' and /ff spams. These people start to hold the game ransom because you feel like if they don't get their way, they will half-ass their efforts and lose the game in a non-reportable way. These people need to have chat restriction and I think they should have surrender vote restrictions as well like maybe once per game. I think it would also help if Rito was a little harsher on punishments.

TL:DL For the male players that haven't grown a pair yet, give them surrender vote restrictions on top of chat restrictions.

I generally believe it would make the most sense if only those who voted no on the most recent vote can initiate the next surrender vote.
