Lobbying for reports or threatening with them is considered unsportsmanlike, so yes.

Probably not. A case has to be built against a player before they will be reviewed and potentially punished. Your report is not usually going to be the last straw which triggers the review, and it must be for you to get the notification for it. As long as your reports are accurate they'll have weight in a case against them, though.
