Why do I have to get punished for other people who will clearly troll?

Went into queue for ranked and got into champion select. A guy asks me what I'm going for mid and I say 'Zed'. He immediately bans Zed then starts talking about how hard he will feed in game. His reasoning was that he was on a 'smurf' and that he was 'drunk as fuck' so he didn't 'give a shit'. I waited until the last second hoping he would dodge but he didn't so I had to leave queue. I got punished for dodging a queue with an obvious troll. How is this fair? What are you even supposed to do when this happens? If you go into game, you will lose 20 or so LP but if you dodge you lose 3. Losing 3 is the obvious choice but why should I get an LP deduction for this guy's behavior?

[EDIT] The punishment was LP loss, I'm sitting at -3 LP because of this. I'm at that part in ranked where you win a few games, then go on an insane tilt streak, nearly get demoted, climb out of this and then start losing again so right now every single LP is important. Even -3 to me is huge so getting forced to dodge like this is really upsetting me and what makes it worse is the guy got off scot free.

He got off scott free because you dodged though. 99% of the "trolls" in game don't actually follow through, so instead they force your dodges, like so.

And even if he did, you report him for griefing and move on.

He got off scottfree because of you. Sadly thats just how it works right now. If you can find a better solution that cannot be easily abused then by all means let Riot know. If he was going to troll and did, you have so much evidence and it would help the system improve and catch him quicker. If it was just a rues then it wouldnt have matter since he wouldnt have trolled despite saying he would. I would have still reported, but thats just me. Dodging a queue solves nothing and just makes matters worse as it would leave the person actually trolling to continue to do so. Whereas you can report them and get them punished!
