Does the Date Change to 2016 mean that Terms of Use has been Updated in Patch 6.11 ?

I may be mistaken here, but this is the first time that I have seen the terms of use date changed. It has always had 2013 or 2014, and I took that to mean that they had not changed since that time.

I've skimmed them once.

Does this date change imply that there have been significant changes?

If so is there a way to see which sections have been changed?

Because, many parts of the agreement, refer to services which no longer even exist.

There is no Tribunal!
