Absolutely never.
Don't ever open a lane just because you think a game is lost. All you're doing is making a possibly recoverable situation worse.

The issue of people opening mid stims from them watching too many high elo people do it IMHO. In challenger someone gets 5 kills in 8 minutes? yeah you will probably lose. but in low-mid elo? people fuck up literally every game. Any lead can be lost, and any defecit can be filled in if you try.
Had to explain this to a low silver friend of mine over a year ago. If you're sitting at lets say, a 50% winrate in ranked, and you're not climbing. Then you suddenly decide hey, i will not give up anymore games. If you suddenly start winning 2 games out of every 10 you would have surrendered. you're now suddenly climbing in ranked.
When it's 3-16, and the team doesn't ff, well...
