While back I met someone who was nice to me but pretty toxic to other people. They got banned for 14 days but after that they really did improve towards other people in our games. They're worried about even talking now tho. They think they'll get permabanned even tho their 14 day ban was like a year ago. Is this true?
You go down 1 tier on the punishment list every 3 months of not getting punished. So no, unless he did something severe to get a punishment escalated he wouldn't get a permanent ban next.
I'm not an expert, but I think that you drop down a tier of punishment every six months without any negative behavior.
If it was a year, then the person should get the second level chat ban I think if he or she is punished again.
