Why do we get match made with people we report?

We just had a game where our jungle inted and flamed essentially all game. After all 4 people reported him, he winds up back in a game with me. And what's he do? Bans my main right off the bat. How is this behavior tolerated? And why do the people making the reports pay the price for a system that takes way too long to stop this behavior? If he is reported then obviously the person doing it does not enjoy playing with him. Why put them in a game together again?

Because every game is literally people trying to TILT each other and report them.

That's our fault for trying to moderate the internet sadly.

The levels of troll in league of legends is off the charts; and we gave them the power to punish people and double their "fun".

Because enabling this functionality would kill matchmaking. Overwatch tried something similar in its early days, and it caused huge issues with people abusing the system to avoid playing against good opponents, with bad teammates, or with players of certain styles (I think the #1 Widowmaker was unable to find matches at all, or something like that.
