As the guy who just had their time wasted, waiting for the pick timer to run out because of some jerk who didn't lock just so we can have to go through positions and picks again really sucks.
If someone really wants to bail, let them bail immediately and then slot someone else into their spot without forcing a requeue.
As a bonus, this would change Autofill to actually mean "autofill" rather than "support".
When you dodge a game during champion select, you are in effect saying that 9 other people wasted the 1-3 minutes they spent in champion select because you either didn’t want to play or for some other reason left. For that reason, you have to wait a certain amount of time to rejoin queue as a deterrent from wasting other peoples’ time.

I get the suggestion here, but I there already IS a way to do that (closing the client), and I think putting in a button would appear to be enabling an action Riot doesn't want players to take.
Plus, someone being a jerk and running down the pick timer would still happen -- and if someone is salty enough to bail in pick, they're probably also okay with avoiding the button to waste people's time.
It's almost as if they don't want you dodging.
