If you visibly see someone being extremely toxic, ie; Dancing and watching a teammate die in a situation easily turnable, talking trash in all-chat/end-game, literally telling someone to kill themselves or that they'll bomb their house, running it down, etc... and you don't report them? You're part of the problem. I hear it all the time, 'It only takes one report' yeah but I'm fairly certain if Riot suddenly sees like 25 racial slur and int feed reports from the same dude in 3 matches then they're gonna look into it a lot more closely than some guy who has a one-off verbal report. It takes like, minimal to no effort to click 'verbal abuse' and 'hate speech' and then move on to the next game. You wouldn't want these people on your team, why ignore the pleas for help from people who had that exact misfortune?

Bit of context here; Dude went Sion top, claimed 'suicide sion' because thanks Twitch/YouTube for giving bronzies ideas. He dies like 5 times in 4 minutes, making the enemy Master Yi have his bloodrazor at level friggin' four. I'm Rammus. I build what I can. Tabi, Thornmail, zz'rott for some lane pressure since basically every lane lost horribly. We put up a pretty good fight, I guess, but Yi literally just kills everyone in 3 hits. Including me. Who, with my W on, had almost 700 armor. 3k health. Ninja Tabi's innate 12% auto-attack reduction. That INCLUDES on-hit damages. But it doesn't matter, because guinsoo's + Yi's e means that every other auto is doing like 700 true damage. And tanks have no way to deal with true damage. "Build more health" I hear. Bruh. 1.4k true damage per second is gonna laugh at your 4k health 'cos I promise you that's not the only damage you're taking. Give tank players an item like Randuin's that reduces true damage by a percentage. Or since y'all got so much %hp damage floating around these days, with Brand, Kayn (Raast specifically), Kai'Sa, Jhin, Vayne, Lucian, bork and razor existing... make health items give more health. Something... ANYTHING to make it feel like tanks are physically allowed to exist in the League any more.

The "It only takes one report" comments are generally used when people are actively encouraging other players to file reports.

As you said,

If someone can see it happening, they don't need you to tell them to report it. If they aren't seeing it happen, they have no context to report. All they are able to see is what you are telling them, which contributes to false reports.

Because yes,

but if that person is being reported because of a second-hand account of their toxic behavior, that report isn't valid.

You would be incorrect with your statement of number of reports matter. For verbal cases it is a machine learning program. Which means there is coding involved. Making a code like: [if reports >0 then review game]

Is less likely to have issues than doing ones for each number. Making the number of reports not matter as long as 1 is made.

Lol no. I'm never reporting players for verbal toxicity. Why? Becuase they don't deserve to be punished.

Im also not petty like that. Im not reporting them when i have a mute option and mental self control to ignore them.

You are wrong. Riot uses a computer. That computer needs 1 single report. If there is zero tolerance speech, the computer will most likely punish from just the first offense.

Intentional feeding is a different matter. It is mostly manually reviewed. While lots of reports do indeed make Riot take a closer look, it does not guarantee punishment.

Your reports fuel the cycle. You should use mute for offensive words. Offensive game play can not be stopped.
