Low Priority Queue should be

A special queue where you wait longer to join a queue AND with OTHER AFKers.

The logic is: If you AFK'd you deserve to be with people that frequently AFK with the chance that it might happen to you. This makes AFKers feel the PAIN of what AFKing does to your team.

Also, it creates a room for gray area. Lets say your power went out and you just happen to get Low Priority Queue, you will be able to play quicker and get OUT of Low Priority Queue QUICKER and back into regular queue where you belong.

Low Priority Que is primarily for people who don't have control over when they AFK or don't AFK that much. It's like saying... "Okay, so your daughter broke her arm. We understand that, but we still have to punish you, because leaving is against the rules. Instead of banning you, have this slap on the wrist". Or, "So, you went AFK for the first time in twenty games, on purpose. Don't do that shit again. Consider this a warning. Fix your internet or untilt yourself.".

If people AFK to much, then they're hit with "We warned you. We gave you two chances to not make us do this, but you still did. Ur b&. Fix your internet, or fix your tilt.".
