Not sure if in the right section but...
Does the Late Report feature give the "Already reported" message if someone else reported the player you were going to report but forgot to? Or is this just a glitch?

It does give you that message, and probably intended, as 1 report is enough to flag the system to review the game.
More reports within the same don't make people punished faster or likelier.
This also means that it's useless to ask for reports. It does nothing other than count against your account as harassment.
I'm not sure exactly what you mean by the "Late Report feature", but so far as I know, you shouldn't be receiving any message telling you that a player is already reported if you have yet to report them yourself; regardless of whether or not anyone else has.
Should not, unless you reported that player before. So could be a glitch, or someone you reported once before.
