Why are people allowed to troll NEVER BE PUNISHED @RIOT

I was just in a ranked game where me and botlane did VERY well. Our top started feeding then said "it is your fault because none of you ganked for me". She continued to feed and then said "if we start actually winning im going to run it mid". They blew a perfect game. ONE PERSON CAN BLOW A GAME. They not only fed top but fed the enemy botlane which gave the enemy a comeback. If someone has one game like this then I think they should be 14 day/permabanned because I don't care if you want to be a fucking child you don't have the right to ruin someone else's game and waste their time.

So being bad deserves a 14 day ban? Have you ever not had a positive KDA? Why aren't you banned? Oh right, it isn't a bannable offense because they didn't break the summoner's code.

Gameplay trolling is also punishable, but it's harder to track due to the system needing to be sure that they're actually trolling intentionally rather than just having a bad game or two. That doesn't mean that they're not punished, but it just takes longer to punish them compared to verbal abuse cases. In case you don't believe me Here are two examples of gameplay trolls being banned. Yes it's just two examples, but it proves that they do get punished.

problem is if they do this i can just claim im bad in chat, as long as i dont explicitly say im trolling riot cant ban me.
