Can we have this guy banned please...

I'm not one to come to forums and complain in fact this is my first time here but I find it very stupid that you can get banned simply by calling out a troll but a troll can screw up your games all day without any repercussions. I'm in my promos for ranked on this account who remained silent through out champ select decided he would go around and troll our jungle by swallowing him and spitting him out half the game while leaving me 1vs 2 bot keeping our Jungle from coming bot. Then he comes bot and keeps swallowing & spitting me out in the middle of of them to get me killed over and over repeatedly all game .The enemy team was like wow your is the best player on our team honors! while our while team is pissed off at this guy. Then at the end he says GL with reports, Riot only bans people who are toxic not trolls.. which leads me to believe he was banned for being toxic and is now trolling to get back at Riot.... Which I know it's 100% easier to get banned for saying something then it is for trolling.

Who do I talk to have this guy banned so he doesn't do this to future people in ranked or is Riot actually going to read the report and ban him? Either get ride of promos because it's a troll fest anyways, ban people like this or rework that champ because it's stupid he can do that to team mates, even if I click away he runs and flashes into them so they know exactly where i'm gonna go to kill me. I just put $200 into this game and now i'm starting to regret it because of assphats like that

If you are a bad player, w.e .. if you are toxic w.e.. but if you intentionally play to ruin people's games you shouldn't be playing here.
