Is reporting really just a joke?
Everyone seems to treat it like one, except those people who rage and say that they'll report you.

I know right they flame you then you say shut up ignored! And then they say they will report you! It's like attack of the dummy club, I never knew people to be so stupid until I started playing this game!
The reasons for reporting are quite often a joke, but the reports themselves certainly aren't.
Yes it is. People don't get punished quickly or consistently enough and it causes everyone to think the system is a joke and treat it as such. Sometimes people get away with it, sometimes they don't, but truthfully, under Riot rules where the word retard = ban, almost every player in the game should be banned by this point.
