Question about hextech loot restrictions.

Does being temp banned for a credit card charge back make you inalligible for earning hextech loot?

A friend of mine had his credit card stolen and thousands of dollars spent on it as a result. The banks solution was to do a charge back from date b to date a and sadly that included a payment he made to Riot.

He has already contacted support and is working with them and willing to pay off the debt but he and i were curious if he will now be inalligble to earn hextech loot because he was temp banned over this.

Ps. I posted this here because it did involve a ban and it seemed like the most approprite place to put it.
