In all honesty nothing tilts me more....than people pinging "?" like 1000 times when I get CC'd and killed, literally in my last game our support did it EVERY TIME I died, can this be at least punishable if not possible to mute?

This would be a wonderful idea! However, When you report these kinds of people, it's very, very rare that they get banned, as the behaviour isn't harming you psychologically, but only slightly annoys you.
The reason why Riot won't ever allow you to mute pings AND mute chat at the same time:
##then you'd have no way to 'communicate' in-game with your team, and Riot wants you to 'communicate' with one or the other.
