Nope. No one get's to dictate what you can play and where, and such you don't get to dictate what others play and where.
If he was inting it's another story, but going off-meta is definently not punishable, nor is picking an AD character for a team with full AD's.
He had over 10k more damage done to champions than anyone on your team, and 8k more than anyone on the enemy team. He also had 68% kill participation to your 46%.
Report for anything you want, nothing will come of it if they arent toxic in game chat.
Flaming the team is reportable. Picking Darius is not. Not buying a certain item is not. And really, the first four shouldn't be picking all AD either. That's something that needs to be worked out in lobby chat and not just say well you're fifth, you have to go ap or go tank or what have you because we want to go X, y Z and w.

I've actually checked your match history... draven had most dmg done by far while you had 1k over tanks and 3k below your tanky supp... also judging from brief look at match history draven was the only one who won his lane... idk why are you blaming him.. also he HAS armor pen.. check youmuu's..
I would. Anyone who intentionally does anything to lower your team's chance of winning ought to be reported. Draven mid is not meta, nor strong, especially if doesn't buy LW vs an all-armor tank comp. You could try reporting but I will not guarantee Riot will do something about it. They seem to be more interested in punishing players who flame than troll picks/builds :(
No, but you can report him for the flaming.
lets take ori vs draven matchup... lvl 2 draven has 2 axes and perma W... 1st time she flashes next time she's dead and 3 times after that... and what do we have then? in low elo unstoppable draven with 10/0 and 0/10 ori... gg wp anivia (who is in meta) vs draven same thing... she Q's and he W's away from it and into her...
